About Quadrant One

Phillip G. Loscoe, Ph.D, has more than 45 years of experience in nuclear-related design and analysis, engineering support and conduct of operations, acquired from 29 years at Knolls Atomic Power Laboratory (KAPL), more than six years with DOE's Richland Operations Office (DOE-RL) and over ten years as an independent consultant. While at KAPL he spent 23 years in a number of senior management positions involving design, testing, maintenance, operation and technical support of naval nuclear propulsion plants. At DOE-RL, he served as Director of the Office of Spent Nuclear Fuels, responsible for successfully transitioning Hanford's large spent nuclear fuel inventory to safe interim storage.

Since January 2002, Dr. Loscoe has been providing technical consulting services to the DOE complex, initially with Polestar Applied Technology and most recently with his own firm, Quadrant One Technical Services LLC.
